Gail Young, the President and founder of KO Solutions, LLC, CPCM, DAWIA III has been in the US Government and Commercial Acquisition field since 1976.  During this time she has held positions in the government and industry, as a buyer and seller, as a negotiator, contracting officer, manager, and director.  She negotiated and managed contracts and subcontracts, and worked on both domestic and international business assignments.  Her focus as a Federal Contracts Professional and Consultant, has been and remains, to create, maintain, and support the total business team to achieve the Client's short term and long term business objectives.  Highlights are set forth below, along with relevant credentials and personal interests.

History

August 2008 to present:  President and Founder KO Solutions, LLC  Provide government contracting coaching and consulting services to clients interested in getting into, and/or expanding, their US Government business.  Provide hourly-rate and/or firm fixed price support services for RFP analysis, proposal support,  proposal Red Team reviews, negotiations, contract and subcontract administration, pricing strategies, in-house contracts' personnel training and development, and strategic business planning for FAR compliance requirements.    

February 2010 to October 2011:  Intermittent Professor of Contract Management, Defense Acquisition University, Fort Belvoir, VA    Part time teaching position to provide instruction to government Contract Specialists and Contracting Officers on current issues and guidance on the Federal Acquisition Regulations and related acquisition community topics.  Courses are targeted for government acquisition personnel desiring to obtain their DAWIA Level 1, 2, 3 certifications.

May 2006-August 2008:  Director of Contracts, Universal Systems & Technology, Inc., Centreville, VA  (now owned by Lockheed Martin Corporation)

Responsible for company-wide contracts proposal support and reviews, contract and subcontract negotiation and administration, and creation of new business processes associated with same. Largely FFP completion and FP LOE contracts, with some cost reimbursable programs.  The company was evolving from small business into large business status, and was starting to address the many process changes required for such corporate growth and maturity.  This included implementing consistent pricing strategies to support GSA schedule commitments, considering the effect of implementing corporate-wide purchasing processes (leading to future CPSR approval), and training of all program managers and directors on the impact of the above changes to their business processes.  The contracts department also focused on improving payment terms and acceptance criteria for FFP contracts to improve corporate cash flow and profitability.

Mar 1996-May 2006: Lockheed Martin Corporation IS&S Fairfax, VA:   Business Operations Senior Manager (May 2004-May 2006); Contracts and Subcontracts Senior Manager (Mar 1996-May 2004) Note: Security Clearance TS/SCI

Business Operations Senior Manager: managed and directed a business operations team (including financial analysts, program control, cost estimators, contracts, and supply chain management) that supported two business areas.  Responsible for initial implementation of full Earned Value Management tools on a development program, and effective use of EVM for ongoing programs with schedule and budget challenges due to customer changes.  Significant emphasis on program performance for all programs to obtain high Award Fee scores (averaging 96% or better) and to achieve business area ROS commitments in performance and negotiations.  Cost Proposal manager for ECPs and new business pursuits. 
 

Contracts and Subcontracts Senior Manager: manager of 20 professional contracts and subcontracts negotiators supporting multiple business areas in up to 6 geographical locations in the United States. Responsible for customer and supplier relationships, contracts and subcontracts negotiations, and compliance with all federal regulations and LMC policies.  Required maintaining a balance between the various legal and perforamnce issues within the customers and suppliers, and consistency within the department on negotiation positions and strategies, as we frequently negotiated with the same companies and/or customers on different programs.  Implemented negotiation strategies to improve average negotiated profit rate by 2%. Proposal support across the department contributed to business area win rate for new business of 80%.

May 1984-Dec 1995:  Manager, Contracts and Procurement, IBM Federal Marketing Division, Bethesda, MD   Multiple assignments from Contracts negotiator to middle management position supporting the proposal, contract win, initial startup and subsequent performance of new Air Traffic Control Division.  Established and managed contracts and supply chain management professionals performing on the US FAA Air Traffic Control programs, as well as bid teams and performance teams for international air traffic control programs.  Implemented and obtained Government approval for Purchasing System (CPSR). Negotiated with US and foreign government customers, concurrent with negotiations with US and foreign suppliers.  Most programs were competitive, and contract types were both fixed price and cost reimbursement/incentive types. Negotiations were pursuant to the laws of the country for the particular opportunity.  Additionally prepared complex multi-million $$ commercial outsourcing proposals and contracts. Coordinated the development and integration of the technical proposal, management proposal, and cost proposal, including subcontract content. Participated in due diligence, negotiations, novations, and HR activities associated with transition of personnel between companies. Lead negotiator for IBM to establish $1B+ subcontract agreements with Loral as a result of the sale of IBM Federal Systems Division to Loral.

Aug 1976-May 1984: Contracting Officer/Division Chief/Contract Specialist, US Army Communications Command, Fort Huachuca, AZ and Fort Monmouth, NJ  Note: Security Clearance TS     Progression of assignments resulting in position as Division Chief and Contracting Officer, supervising 25 contracting officers, contract specialists, and procurement clerks.  Responsible for implementation of policy and R&D operations support through the issuance of RFPs,proposal analysis, negotiation of contracts, and contract administration.  Unlimited Principle Contracting Officer Warrant.  Started Government career as a 3 year career procurement intern with OJT rotational assignments and formal classroom training; graduated from program in 1978.  Full range of assignments to include small purchases, formal advertising, and negotiated procurements.  All contract types with dollar values ranging up to several hundred million $$/multi-year procurements.
